According to the committee, robust evidence now links gambling advertising to increased participation and associated harms. 

Committee Chair Lord Ponsonby of Shulbrede highlighted that, since 2020, the growth of online marketing techniques and associated harms have shifted the debate substantially.

“The time was right to reassess this crucial policy area, focusing on the topic of gambling advertising where the former committee’s strong recommendations have been largely unaddressed and where substantial developments in the gambling advertising landscape since 2020 have demanded a re-evaluation of the policy options,” he said.

The three-hour debate on the Dutch gambling sector centred on a number of issues, including the illegal market, advertising and the legal age limit of 18.

Ten committee members, spanning the full political spectrum, addressed a number of research papers, sector activity reports and Justice State Secretary KT van Bruggen’s April 2026-dated letter, assessing the risks of gambling, and acknowledging the KSA’s estimation that channelisation had dropped below 50%.

While there were differing views on much of the content, one area in which Dutch MPs were united was the illegal market.

However, until very recently the report was kept confidential by Evolution, as it contained commercially sensitive material, the supplier said.

But this week the 2022 report was released in full by the court. Playtech, for its part, has celebrated a number of findings in the document, which it says supports and corroborates findings from Black Cube.

Notably, the Spectrum report does acknowledge that Evolution did not knowingly allow games in prohibited territories, however, it has also flagged a number of compliance issues, which resulted in its games being provided in markets where online gambling is, or has been, prohibited.
